据哥斯达黎加投资移民专家介绍，目前哥国的非正式就业人口约占就业人口总数的三分之一，总的达到63万人。其实，早在2012年，就有约7.4万人加入到非正式就业行列中来。仅2012年第四季度，哥非正式就业人口同比增长13.4%。据世界银行2010年统计，约19%的哥斯达黎加企业未实行非正式就业人员转为正式就业人员的注册制度。
非正式就业人口不断增加的主要原因是正式就业手续繁琐以及时间和费用耗费较大。这主要是由于进入正式就业存在体制上的障碍，不仅造成正式就业困难，还阻碍了新生企业的成立。据悉，在哥斯达黎加设立企业一般需要至少办理12项手续，费时大概需要2个月；而邻国巴拿马则只需办理7项手续，仅需1周时间。
业内人士认为，劳动者无法成为正式员工，不但让企业的流动人员大大增加，对于劳动者自身来说也失去了应有的保障。而新企业成立困难，不但有碍于哥国经济的发展，而且意味着就人民就业岗位的流失。建议移民哥斯达黎加的华人，如果选择在当地工作，应详细了解劳动法内容，积极争取自己的合法权益。
注非正式就业人口系指有不固定的薪水收入，但身份独立自由，无社会保险的就业人口。
