日本要求外国劳动者报酬不得低于日本人
关于将于4月引入、旨在扩大接纳外国劳动者的新在留资格“特定技能”，日本政府3月15日公布了规定该资格详细运用规则的政令及省令。要求企业确保外国劳动者获得与日本人同等或以上的报酬，并掌握外国劳动者的健康状态。日本政府希望借此完善雇用环境，在人手短缺的行业吸引拥有技能的外国人才来日就业。该政令省令将与《出入境管理及难民认定法》修正案一同于4月1日起实施。
据《日本经济新闻》3月18日报道，上述命令要求，雇用利用新资格留在日本的外国人的企业，需要向外国劳动者支付的报酬必须达到与日本人相同或以上的水平。报酬原则上需汇入存款账户。还要求企业遵守劳动相关法律，以及不得在1年内出现失踪者。
日本政府预计，获得新在留资格的人主要从完成实习的技能实习生转变而来。在2018年的临时国会上，技能实习生被指出存在低工资和长时间劳动等问题。日本政府将明确企业应遵守的规则，杜绝外国人被非法当成廉价劳动力使用。
