日本要求外国劳动者报酬不得低于日本人
关于将于4月引入、旨在扩大接纳外国劳动者的新在留资格“特定技能”，日本政府3月15日公布了规定该资格详细运用规则的政令及省令。要求企业确保外国劳动者获得与日本人同等或以上的报酬，并掌握外国劳动者的健康状态。日本政府希望借此完善雇用环境，在人手短缺的行业吸引拥有技能的外国人才来日就业。该政令省令将与《出入境管理及难民认定法》修正案一同于4月1日起实施。
据《日本经济新闻》3月18日报道，上述命令要求，雇用利用新资格留在日本的外国人的企业，需要向外国劳动者支付的报酬必须达到与日本人相同或以上的水平。报酬原则上需汇入存款账户。还要求企业遵守劳动相关法律，以及不得在1年内出现失踪者。
日本政府预计，获得新在留资格的人主要从完成实习的技能实习生转变而来。在2018年的临时国会上，技能实习生被指出存在低工资和长时间劳动等问题。日本政府将明确企业应遵守的规则，杜绝外国人被非法当成廉价劳动力使用。
可以在日本国内企业工作的外国人需年满18岁，且具备必要技能水平和日语能力。为了证明自身能够以健康的状态工作，日本政府要求外国人必须向接收企业提交健康诊断证明。此外，政府还将确认外国劳动者是否被征收保证金，防止不良中介参与其中。
关于外国人的支援计划，日本将提升法务省入国管理局的等级，于4月成立出入国在留管理厅。由获得该厅许可的业界团体等注册支援机构，代替企业制定和实施外国人支援计划。接受企业必须曾接收过中长期留在日本的外国人以及具备能够以外国人可以理解的语言提供咨询服务的体制。基于支援计划，企业和注册支援机构将充当租赁合同的保证人，确保外国人找到住所，并在开设存款账户等生活方面提供必要的支援。还将支援外国人学习日语。
日本政府设想以看护、建筑和农业等人手短缺的14个行业为对象，在2019年度起的5年里引进约34.5万名外国劳动者。
