英国“高级经理人制度”新规出台
随着现代社会的不断进步发展，金融业也成为现代经济的核心，对于经济发展至关重要。英国伦敦作为传统金融强国，在不同的国际金融市场中长期占据着令人瞩目的市场份额，吸引了金融界的广泛关注。许多移民英国的投资者正是看中了英国金融业的繁荣发展和规范的制度管理，近日一项英国“高级经理人制度”新规正式出台，3月7日正式生效。
根据新规，金融监管机构如果发现违规行为，惩戒措施将不止于涉事金融企业，而是要追责到这一企业的高管。业内人士透露，面对金融“严打”，一些金融企业的高管开始“不愿意当高级经理人”，或者尽可能让自己的职位“显得不重要”，避免出现问题时成为追责目标。
2008年全球金融危机期间，英国银行业陷入困境，迫使英国政府斥巨资救援。然而，英国金融界很少有高管因违规行为而受到个人惩罚，大多数情况下只是金融机构遭到巨额罚款，招致英国民众对金融监管过于宽松的不满。
此后，英国议会着手推动金融监管改革，改变违规事件发生后“罚不到人”的尴尬。
这项名为“高级经理人制度”的新规对英国境内金融机构提出明确要求，有一定影响力和权限的高级经理人，上岗前必须根据其所履行的金融职责签署一份责任书。一旦违规，这些高管也会承担相应的法律责任。
新规提及的高级经理人包括企业首席执行官、主要业务部门负责人、分管重要委员会的非执行总裁，涉及约900家金融机构大概1万名高级经理人。
业内人士称，英国这一新规的监管力度已经超过美国和其他欧洲国家，而这项新规的生效已经在英国金融界引起不小恐慌。
曾经在英国金融监管机构工作的金融顾问罗恩·古尔德说，一些银行高管正想方设法让监管层相信，自己对所在团队没有太大管理权限，“我看到一些企业用新奇的称谓描述高管职位，希望让这个职位‘非领导化’”。
另一名熟悉“高级经理人制度”的消息人士说，还有少数银行就某一团队设立多个高级经理人职位，故意模糊他们对团队的直接责任，以达到逃避责任的目的。
对此，监管层称，将致力于打击、遏止这一趋势。在被问及金融界是否对新规有抵触情绪时，英国银行家协会负责人西蒙·希尔斯没有正面回应，只是称“高级经理人制度”是金融行业重建公众信任的重要举措。
