美国H1B新规4月份开始实施
美国移民局官网（USCIS）在2019年1月31日公布了一项关于H1B抽签申请的最终修订规则，并将于2019年4月1日生效实施。此次有关H1B签证的新规定都在哪些方面发生了改变呢？我们就一起来看看吧！
该规则改变了USCIS对H1B抽签申请和高学位豁免申请的顺序，并为寻求提交H1B抽签申请的人士规定了电子注册的要求。
抽签执行方式
抽签第一轮 以前：所有申请人中先抽研究生及以上学历的2万个配额；
修改后：
第一轮，本科生和研究生及以上学历者一起抽签，共65,000个名额。
抽签第二轮 以前：没有抽中的研究生以及更高学历者，会跟本科生一起抽65000配额；
修改后：
落选的研究生及以上学历者再抽签，共20,000个名额。
效果 按照目前的方案一旦实施，今年拥有研究生以及以上学历者，中签机会将会提高约10%。拥有硕士及以上学位的人数比将增长16%，约多增加5340人中签。

如果有意为外国籍劳工申请H1B签证配额的美国雇主，必须先在指定期间内完成电子注册以及登录。移民局从电子登录名单中筛选及通知获配者，登录者在收到移民局通知后提交必要的申请文件。
