新加坡移民关注新加坡移民经济：新加坡拟建立一个国内天然气交易市场，以助力把新加坡打造成液化天然气(LNG)交易中心的计划，并把握住LNG在亚洲能源市场崛起所带来的商机。
已然成为全球石油交易中心的新加坡，正计画把握区域、特别是澳洲LNG供应增加，以及亚洲、特别是中国还有印度等国采购LNG的买家增多的优势。新加坡有超过九成的电力是包括LNG在内的进口天然气发电，但天然气用户目前仍是以双边协议的形式购买天然气。
新加坡贸工部政务部长易华仁周一在新加坡国际能源周开幕时表示，“国内天然气市场将有助于反映本地供需状况的价格发现。”
新加坡位于亚洲LNG贸易路线的中心，亚洲LNG消费量占全球供应约七成。尽管普氏等报价机构会公布亚洲LNG价格，但目前并没有一个权威性的LNG基准指标。事实上，大多数LNG合约的定价基础都是综合了石油价格、报价机构的估算和一些地区性合约--比如英国的National Balancing Point(NBP)和美国的Henry Hub。
新加坡交易所(SGX)上周对路透表示，计划创设一个亚洲的LNG基准，从而打破长期以来的与石油挂钩的定价模式。新加坡正在和日本争夺LNG亚洲交易中心的位置。日本是亚洲最大的LNG进口国，准备从明年开始全面放开国内电力市场。
中国亦大量透过管线进口LNG，不论是LNG进口码头数量还是国内LNG产量，都在持续增长中，因此也将是天然气交易中心的潜在竞争者，不过中国这方面的发展仍处于起步阶段。
易华仁没有就该动议给出具体的时间表，但称政府已经在寻求行业反馈意见。他表示，新加坡还计划增强国内电力市场的竞争。

加拿大移民：近日，加拿大石油生产商协会(CAPP)表示，受美国页岩气的打压，未来10年内加拿大的天然气产量恐会下滑。发展液化天然气是加拿大天然气行业未来的希望。
目前加拿大卑诗省立项中的液化天然气项目有十多个，但分析师预测其中只有少数几个能在短期内开始建设。CAPP执行长蒂姆·麦克米兰(Tim McMillan)认为，打入全球液化天然气市场能加强加拿大天然气行业的长期生存能力，并给当地带来的巨大经济效益。
CAPP数据显示，2007年，每天有约104亿立方尺的天然气从加拿大出口至美国，这个数字在2014年降至74亿，下降约30%。目前加拿大天然气产能接近145亿立方尺每日。若未来10年内不新建液化天然气输出设施，产能会降至130亿立方尺每日。如大力发展建设相关输出设施，产能会在2030年升至170亿立方尺每日。
加拿大卑诗省政府也在积极采取措施加快液化天然气项目的落实。西北太平洋天然气公司旗下总额高达360亿原的液化天然气项目目前已获得政府的支持，政府承诺将给与开发商25年收税稳定性的保证。
CAPP表示，全球天然气交易总量已从1994年的85亿立方尺每日涨至目前的320亿立方尺每日，预计在未来10年仍将保持稳定的涨幅。当前正是加拿大液化天然气进军全球市场的良机。
拉脱维亚政府拆分本国天然气垄断企业
拉脱维亚移民关注拉脱维亚移民经济：拉脱维亚政府日前敲定了一项旨在拆分本国天然气垄断企业拉脱维亚天然气公司(LatvijasGaze)的计划，预计将在2017年底前完成。
拉脱维亚政府表示，此举符合欧盟规定，且拆分LatvijasGaze是为了促进竞争。不过，这项计划恐将让这个波罗的海国家与其唯一天然气供应商俄气产生冲突，俄气在LatvijasGaze中拥有34%的股份。
据悉，德国意昂集团(E.on)时下也在寻求出售其在LatvijasGaze中持有的47.2%股份，但是出售过程由于这家拉脱维亚公用事业公司未来的不确定性已被搁置。
拉脱维亚政府内阁日前批准了拉脱维亚能源法修正案，修正案要求LatvijasGaze建一个分开的独立公司，在2017年4月3日前运作本国的主要天然气管道和地下天然气储存设施。2017年底前，天然气运输和储存业务的所有权必须与天然气销售分开。

据哥斯达黎加移民专家了解到，哥斯达黎加是首个采用天然气制冷技术的中美洲国家，该技术的优点是能够减少制冷行业对环境的影响。哥斯达黎加环境和能源部近日与蒙特利尔议定书多边执行基金会、联合国开发计划署和哥斯达黎加FIFCO公司达成合作，共同致力于天然气制冷系统的推广，将其作为利用新技术发展环境友好型产业的典型案例。
据报道，蒙特利尔议定书多边执行基金会为贯彻落实《蒙特利尔议定书》提供支持，后者是联合国为避免工业产品中的氟氯碳化物对地球臭氧层继续造成恶化及损害，承续1985年《维也纳公约》的大原则，于1987年9月16日邀请26个会员国在加拿大蒙特利尔签署的环境保护公约。
据了解，天然气制冷系统能够帮助制造业工厂降低九成的二氧化碳排放量，同时减少16%的冷库电力消耗。
