诺奖得主庆贺中英科研合作新时代到来

新快报讯 英国研究理事会（RCUK）中国代表处于2007年10月30日的正式成立将开创中英两国之间科技和学术合作的新纪元。作为英国研究理事会在欧洲以外开设的首个分支机构，它体现出英国对中国科学日益发展的关注以及对促进两国科研合作的支持。
多位诺奖得主曾获RCUK资助
英国七个研究理事会有资助世界级科研项目的悠久历史：英国所获的70多个诺贝尔科学奖项之中有很多都曾得到过英国研究理事会的资助，其中包括马丁·埃文斯爵士，今年的诺贝尔生理学及医学奖得主之一。在北京举办的代表处成立典礼上，英国国务秘书及创新、大学和技术部大臣约翰·德纳姆先生说：“中国代表处将有可能激发更多科学家和研究人员的灵感，为全球面临的重大难题寻求答案，治愈疾病，更加高效地为家庭生活和工业生产提供能源，为子孙后代保护地球。”
诺奖得主发来贺词
英国诺贝尔奖获得者纷纷发来了贺词。人类基因组科学家、2002年诺贝尔生理学及医学奖获得者约翰·萨尔斯顿爵士说：“这对于英国、中国以及整个人类来说都是一大幸事。中英两国在研究领域的紧密联系将会促进知识的进步，加快解决影响我们的众多难题。”
癌症研究者、2001年诺贝尔生理学及医学奖获得者蒂姆·亨特爵士说：“我知道中国有大量的科研人才。我希望中国代表处能够通过促进双方交流以及会谈，帮助我们更好地了解自然界。”
中英科研合作增长前景光明
英国研究理事会执行委员会主席伊恩·戴蒙德教授说：“中国在世界上日益增长的重要性是显而易见的；但是要克服地理、文化以及科研资助体系中的障碍还需双方在许多领域进行持续的对话与合作。”

哥斯达黎加移民信息 哥国大学孔子学院视频理事会召开
据哥斯达黎加移民专家了解到，11月23日，中国文民大学和哥斯达黎加大学召开两校合作共建的哥斯达黎加大学孔子学院2017年远程视频理事会，哥斯达黎加大学副校长马尔豪利尔·希门尼斯主持，中国人民大学副校长杜鹏出席。
马尔豪利尔·希门尼斯表示，自2007年中哥建交以来，两国之间交流互动日益增多，这为孔子学院工作的开展搭建了良好的平台，孔子学院汉语课程、文化活动、学术研讨等方面工作开展顺利，汉语教学及中华文化的影响已经遍及哥斯达黎加全国，越来越多的哥斯达黎加学生及民众对中文和中华文化产生兴趣，并且深入学习中文，一部分优秀的学生还获得奖学金来人民大学学习，孔子学院已经成为哥斯达黎加大学不可或缺的一部分，更加支持和鼓励汉语教学推广和文化交流互动是今后哥斯达黎加大学工作计划中的重要内容。
杜鹏代表中国人民大学感谢哥斯达黎加大学多年来对孔子学院工作的支持，感谢前任中方院长张庆旭四年的工作和全心全意的付出，鼓励新任中方院长李华在新岗位上带领孔子学院全体人员实现更大的突破。杜鹏指出，希望理事会能够成为双方沟通中重要且有效的平台，期待未来中外方全体理事会成员共同为孔子学院的建设和发展，贡献力量。
孔子学院外方院长陈丽茜就2017年工作总结及财务决算做了详细汇报。陈丽茜表示，汉语教学的目标是通过加强汉语教学与实践促进中国与哥斯达黎加两国人民之间的交流。九年来孔子学院向哥斯达黎加人提供汉语课程，注册学生人数逐年增长，有关中国社会、科学、文化、艺术、历史和哲学等领域的相关文化活动日益丰富。2017年是中华人民共和国和哥斯达黎加共和国建交十周年，孔子学院组织的各类活动促进了中国与哥斯达黎加民众之间的文化交流。
哥斯达黎加大学现代语言系主任弗朗西斯科·古埃瓦拉介绍了2018年工作计划及财务预算，表示通过大量的汉语和中国文化教学、学术交流活动、汉学研究以及多种多样的哥斯达黎加华侨华人团体，在哥斯达黎加大学及哥斯达黎加整个社会中大力推广汉语学习及扩大中国文化传播的范围依然是工作重点。招聘符合汉办要求的汉语作为第二语言的本土教师以扩大教师队伍的规模、改善孔子学院的教学环境与教学设备、支持现代语言学院在哥斯达黎加大学开设汉语本科专业等将逐步落实。
国际交流处处长张晓京代表中方理事会成员发言，表示哥斯达黎加大学孔子学院作为中美洲地区第一所孔子学院，在促进汉语教学、推广中华文化、促进中哥两国大学间的学术合作与文化交流等方面取得了很好的成绩。未来工作中希望两校更深入开展区域国别研究，增进中国学者对拉丁美洲的了解，加强学术交流合作，使孔子学院成为两国学者们学术交流的坚实平台。张晓京表示学校会一如既往地支持孔子学院的工作。

加拿大全球城市理事会呼吁所有联邦政党促进有效的永居签证政策
加拿大八个最大的城市商会和贸易委员会正在呼吁参加2019年联邦大选的所有政党为外国工人提供更好的技能培训，并促进有效的移民政策。加拿大全球城市理事会（CGCC）建议所有竞选团体致力于制定更适当的人才发展策略。一些认可包括鼓励更多的行业参与，促进土著劳动力的参与，为持续提高技能提供激励措施以及扩大获得负担得起的儿童保育的机会。蒙特利尔大都会商会主席米歇尔·勒布朗（Michel Leblanc）在一份新闻稿中说：“加拿大的劳动力市场紧张，这是由于劳动力老龄化，劳动力参与率下降，工资停滞以及技能差距不断扩大而造成的。” “我们需要加倍对加拿大人的战略投资和明智的移民政策。”

加拿大选举制度的特点决定了在全国大选中得票最多的党最后却不一定能执政。因为每个选区得票最多的候选人将胜出成为国会议员；这样的选举制度存在一个明显的问题，就是每个选区胜出的候选人并不一定得到了超过半数的选民支持。其结果就是导致选民对选举结果缺乏参与热情，因为选出的人并不一定能代表自己的利益。其实无论选举结果如何，加拿大的移民入境人数仍将保持在每年30万以上。自20世纪80年代后期以来，当保守党决定每年将移民人数增加一倍至20万以上的新移民时，双方都利用他们的执政时间继续实施增加政策。这是由于两党共识认为需要高水平的移民来缓解加拿大人口老龄化和低出生率造成的经济和财政紧张。当他们在2006年至2015年期间最后一次治理时，保守党每年将移民人数稳步增加至约260,000名新移民，而1996至2005年期间，自由党每年吸纳了大约225,000名新移民。然后今天的主要差异是加拿大的退休率正在加速，因为在未来十年内，超过900万的婴儿潮一代将达到退休年龄（65岁），这意味着维持高水平移民的需要对加拿大经济来说比过去更重要。
美国研究支持中国广场舞
近期美国芝加哥学者研究认为，广场舞可以让人更健康。这项研究纳入了65岁左右不爱动的老年人，他们或一周跳两次拉丁舞，或去参加健康教育。4个月后，研究者发现，相比起来，跳舞的老人比以前走路更快，体育锻炼也更为积极。事实胜于雄辩，广场舞就是无国界的。美国学者的研究无疑会给热爱广场舞的移民美国的中国大妈更大的动力。
缺乏体力活动已成为全球第四大死亡风险因素，怎样让人群动起来，具有重要意义。因此，风行的广场舞还是很有意义的。英国的一项研究也证实：与很少或从不跳舞的人相比，常跳舞的人心血管死亡风险降低46%。
相比其他运动来说，跳舞更适合心脏病人，不但能改善心脏病人的心肌供血，改善血脂代谢，提高心功能，而且安全、方便。对每个人来说，跳舞除了锻炼身体，还有社交属性，缓解压力，让生活更丰富多彩。
不过，跳广场舞要注意：要结合年龄，考虑身体状况，有些高难度的舞蹈，切忌盲目仿效。还要注意天气，天气寒冷和炎热时，或污染较重时，不建议外出跳舞。跳舞时间不宜过长，30-60分钟即可。另外，如果有未控制的疾病（如高血压、不稳定性心绞痛等）、过饱、饮酒后，则不建议跳舞。
【便捷】西班牙将在中国成立12个新的签证中心
近日，西班牙驻北京总领事馆发文称，西班牙将在中国成立12个新的签证中心。
2016年3月31日至4月15日，由西班牙驻北京总领事馆管辖的六所设立于沈阳、重庆、成都、西安、济南及武汉的新西班牙签证申请中心将陆续正式启用。此外，在西班牙驻上海及广州领事馆所管辖领区内的南京、杭州、福州、长沙、深圳和昆明六个城市也将开设西班牙签证申请中心。
居住在十二个新签证申请中心附近的申请人将无需再前往西班牙驻北京、上海及广州的签证申请中心提交申请及采集指纹。但需要注意的是，新签证中心均不接受长期签证的申请。

中国话在新西兰受欢迎，会中文的新西兰移民教师极缺
新西兰是个多元化的国家，近期一份报告显示，新西兰高中生学习外语的比例已到达创纪录的低水平。目前在新西兰极缺会中文的新西兰移民教师。
本周，新中关系促进委员会的主干在惠灵顿会见了新西兰教育部长Chris Hipkins，协商讨论如何增加新西兰学习第二语言的学生人数。
随着亚洲的经济腾飞，新西兰越来越重视亚洲，新西兰国内的有识之士普遍认为新西兰需要更多的学生学习第二外语，这样他们才能适应不同的文化环境。
新中关系促进委员会的目标是能看到新西兰有更多学生学习中文，当然这并不意味着他们希望学习新西兰毛利语或其他语言的学生减少。
该研究报告表示，只有2%的学生在中学阶段学习中文，很少有人在每个阶段都会学习这种传统语言。
而教育部数据网站Education Counts的统计数据也显示，在2008年至2018年间，虽然设置中文课程的学校逐渐增多，学习中文的小学生比例也在不断上涨，但学习中文的中学生比例却在下降。
该报告也指出了限制学校语言课程成功的四个要素，包括教师短缺、语言课程缺乏强制性、语言课程的地位低、新西兰缺乏国家语言政策等。
虽然新西兰缺乏足够的合格教师，但该报告特别强调了150名普通话语言助理（Mandarin Language Assistant，简称MLA）所发挥的作用。这些MLA在他们的学校里工作，有助于满足更多学生学习中文的需求。
不过，Don表示，新西兰对MLA申请新西兰签证的次数有上限限制，如此一来会成为制约新西兰学校教授中文的一大因素。因此，增加新西兰本地合格中文教师的数量也是一个需要优先解决的事项。
“除了毛利语、新西兰手语以外，我们需要更多熟悉其他语言的kiwi老师，尤其是中文，因为中新两国在贸易、投资、旅游、教育和移民各方面的关系正在迅速发展。”
中国在世界经济体中的地位愈发重要，意味着其他国家越来越有必要学习中文，为与中国建立紧密且成功的关系奠定良好基础。
新西兰外交贸易部此前也曾指出，中国是世界上经济发展最快的国家之一，其庞大的人口和不断壮大的中产阶级代表着巨大的潜能。
“我们会敦促政府加快招聘合格的新西兰移民中文教师，让新西兰学生更好地了解中国，”Don说。

气候方面
加拿大BC省与其它省份条件不同，由于邻太平洋，受到太平洋暖流的影响，形成了温带海洋性气候，冬暖夏凉，适宜居住。而且多雨少雪，空气湿润，最冷温度也在零上，是加拿大气候条件最好的省份之一。
