移民最新消息，加拿大联邦移民部昨天在政府官方报纸上刊登了通知，将对加拿大的“移民、难民保护条款”中有关 “随行子女”年龄的规定进行调整，即从原来的22岁降低到19岁，且对于超过19岁的子女，不再认可“全日制学习”的豁免条件，而只接受19岁以上因身体、精神残疾而无法经济独立的子女。
该规定将从2014年8月1日开始生效，且适用于所有的移民项目。移民部同时还宣布, 对某些省的项目实行“过渡期”规定。这里此新法的重点内容摘要如下：
新的规定将“随行子女”定义为不超过19岁的子女：
- 和以前的规定一样，子女能是已婚的或有同居关系的；
- 超过19岁的子女，如果因为身体或精神残疾而无法经济独立的，是可以被接受的；
- “全日制学习”的免责条款在新法中被删掉。
如何界定是否符合新法所定义的“随行子女”:
- 联邦申请案：以申请递交日期为计算依据；
- 魁省申请：以申请递交到魁省的日期为计算依据；
- 省提名申请：以提名申请递交到省的日期为计算依据。
“过渡期”条款规定，在2014年8月1日前递交的以下申请，仍然适用于以前对于“随行子女”的定义：
- 联邦申请：如果永居签证或永居身份的申请是在8月1日以前递交的
- 魁省申请：如果CSQ申请是在8月1日以前递交到魁省的，不管CSQ是否已签发；
- 省提名申请：如果提名申请是在8月1日以前递交到省里的，不管提名证书是否已签发。

此外，过渡性条款也规定，如果在2014年7月31日或之前曾提出申请，而申请案目前仍在进行中，提交申请时子女的年龄仍在19至21岁之间，仍可能随父母一同申请移民。
2014年8月1日起，移民部在审批移民时对随行子女年龄的限制改为19岁以下，取代了之前的22岁以下。然而，许多19到21岁之间的青年并不符合经济类移民的申请条件，这让他们被迫与家人分离。联邦移民部此次放宽年龄定义，将令许多大学生将能够跟随一起移民加拿大。
专家表示，许多客户在咨询加拿大项目时会遇到子女年龄已经过了19周岁不符合移民局要求，因此无法随同父母一起移民。但是如果单独申请，又会因为年纪太轻导致资产来源受到怀疑。此次修改把子女随同移民的年龄向后延3年，将会有利于更多家庭选择加拿大移民项目。
