美国：让消防员更安全

数千同僚从全国各地赶来致敬，成千上万的民众云集倾洒热泪，巨大的国旗被云梯张挂在城市的天空———是谁，有资格享受这几乎等同于伟人葬礼甚至国葬的殊荣?
是普通的消防员，只因为与火灾搏斗而献身，成为万民尊崇景仰的英雄。
2013年6月5日，4万多民众聚集在美国第四大城市休斯敦瑞兰特体育场，参加4名消防员的追悼会，他们在5月31日扑灭一场大火时遇房屋坍塌不幸殉职。体育场巨大的屏幕上滚动着4位英雄的名字和生平视频，遇难者家属步入会场时，全场民众起立向他们致敬。来自全美各地约3000名消防员加入了当天的集体追思，从新奥尔良、达拉斯等其他城市赶来的消防车、紧急服务车辆，排满了通往体育场长长的街道。
这是休斯敦消防局118年来在单一一场大火中人员损失最为惨重的一天。休斯敦消防局是全美第三大消防局，也是最繁忙的消防系统之一。
一个月后的6月30日，19名前往亚利桑那州救火的消防队员殉职。这些消防员都来自“格拉尼特山高手”(Granite Mountain Hotshots)团队，之前接受过严格的训练，如跑步、攀岩、瑜伽等等。此次森林火灾于6月28日爆发，涉及面积达8400英亩(约合3400万平方米)。由于当时火势太大，直升机难以到达现场进行紧急援助，并且这些消防队员未能受到紧急避难物(一个帐篷状袋子)的庇护，致使最终发生了这一悲剧。在殉职的消防队员中，有马上要当父亲的准爸爸，有4个孩子的好父亲，还有追随父亲脚步成为消防队员的好儿子，他们的离去令人痛心疾首。
得克萨斯州消防协会执行主任巴伦(Chris Barron)强调，据不完全统计，2013年到目前为止，已有18名得州消防员死于公务，是年平均值的3倍。
反思
痛心之余，也引发了对消防员安全作业的反思。
美国是一个多火灾的国家。据统计，在各类灾害事故中，因火灾死亡的人数位居第三(第一是车祸，第二是各类犯罪活动)，每年由于火灾造成人员、财产的损失巨大。
业内人士指出，导致消防员殉职的原因一方面是指挥命令分散，另一方面可能是消防员在开始灭火战术前跳过了基本风险评估。“日常医疗和例行呼叫繁忙，使我们忽视了很多最基本的安全信息。”巴伦透露，得州所有消防部门于6月7日临时停下日常工作，回顾检讨基本安全训练及标准作业流程。
职业制
美国消防员实行职业制，他们以消防工作为终身职业，退休后享受政府养老金。每年招收的新消防员，教育程度要求在高中以上，要经过为期1年的培训。首先是4个月的基础训练，包括体能、基本技能、基本常识等，后6个月下队实习和集中培训交叉进行，经考试合格后才能成为正式的消防员。
按照美国法律，各大中城市的消防人数依城市常住人口数目多少而定，通常标准是:每千人中要有一名消防队员。美国各州都设有消防总部，州内各市又设有消防总队，并根据地区特点，分设支队、大队、中队。
美国消防部门认为:消防科学技术是一门应用科学技术，因而非常重视移植其他部门的科研成果为消防部门所用。例如:他们应用电子计算机技术，在一些大、中城市建立了采用电脑系统的城市消防通讯调度控制中心。电脑系统储存着全市街道及消防设施的分布、消防实力的部署和灭火时消防力量的出动方案等资料。一旦发生火灾，中心可以控制，通过遥控开启消防队的紧急照明设备、开启车库大门、下达灭火指令。这些技术的应用，大大提高了调度指挥和灭火工作的效率。
美国消防队在灭火时的伤亡率比较高，随着工业技术的发展，扑救现代火灾较以往有更大的危险性。以美国的化学机动消防队为例，他们的个人防护装备一般为:有滤毒设备的空气呼吸器、防化学腐蚀和高温的防护衣、有害气体报警器、气体检测仪、有害液体及固体检测仪、非接触型热点探测器、防爆手电筒、围堵用堤索、快速膨胀止漏带、低压容器破洞处理箱、危险物品阻隔带、除污冲洗设备和护目镜等。
受尊敬程度排名榜首
美国民众对消防人员相当尊敬，英勇的消防员常是他们心中的英雄。消防人员的待遇也很高，消防局是许多人向往的工作单位。美国某机构一次民间测验结果显示:在最受人尊重的职业中，消防队员名列榜首，而总统却排在第26位。美国消防队长一年收入20万美元左右，一般的消防员在12.5万美元左右。消防员退休后每年可拿10万美元退休金。
